Vacancies will be filled in the following specialty areas: The

The following are the duties of this position at the full working
- The incumbent is responsible for a complete range of government
contract administration activities such as pre-award negotiations,
contract close out, developing contract administration plans,
issuing task orders and delivery orders. The work is complex in
nature and involves interpreting and implementing federal
procurement regulations. Directs on-going procurement activities on
a daily basis.
- Assigns work to employees based on priorities, consideration of
the difficulty and requirement of the assignments, and capabilities
of the employees.
- Assures implementation of program and organizational goals and

clarification, provides alternatives for achieving goals and
objectives, and justifies course of action selected.
- Provides guidance, counsel and instruction to employees on both
technical and administrative matters. Determines developmental
and/or training needs for the unit.
- Evaluates work performance of subordinates.
- Hears and resolves employee complaints, referring group or more
serious unresolved complaints to higher level supervisor or

Conditions of Employment

QUALIFICATION REQUIREMENTS: To qualify for this position you must
meet the qualification requirements outlined below:
BASIC REQUIREMENT: SPECIALIZED EXPERIENCE: To be minimally
qualified for this position you must have one (1) year of
specialized experience at a level of difficulty and responsibility
equivalent to the next lower level within the payband or GS grade
(IR-05/GS-13) in the normal line of progression in the Federal
service. To be qualifying for this position your experience should
be sufficient to demonstrate: Experience with management
techniques, methods, theories, principles, and labor relations
concepts, to assure optimum utilization of personnel, equipment,
and space for the accomplishment of all program objectives with
combined technical and administrative oversight; Experience
applying regulations, other official guidance and principles,
including the latest procedures and techniques sufficient to
oversee the planning, development and implementation of the
technical aspects of programs specific to the position being
filled; Experience applying basic budget management principles and
practices (i.e. ability to maintain and manage financial
resources); Experience applying communicative techniques to
effectively and diplomatically interact with internal and external

Have 4 years of experience in contracting or related positions and
1 year of that experience must have been specialized experience at
